Regulation on Safeguard of National Production

The Jordanian Safeguards Regulation sets out the disciplines required by the WTO Safeguards Agreement concerning application of a safeguards measure, and provides a framework for the conduct of a safeguards investigation by the government of Jordan (the detailed procedures for safeguard investigations are set forth in the draft Manual on Implementation of the Regulation on Safeguard of National Production)

The Regulation generally provides that the government may adopt a safeguard measure only where it is determined, upon investigation, that a product is being imported into Jordan in such increased quantities - whether absolute or relative to domestic production - that a Jordanian domestic industry of a product like or directly competitive to the imported product has suffered or is threatened with serious injury.  The Regulation requires transparency in the conduct of the investigation subject to protections against disclosure of confidential information.  The Regulation also sets out the mechanism and conditions for application of a provisional safeguards measure and the cessation thereof.
