6. Coordinate, guide and supervise foreign companies; responsible for preliminarily approve Shanghai companies" setting up overseas trading institutions.

7. Research, enact and enforce the medium- and long-term development strategy, program and annual plan of foreign contract projects and labor cooperation; harmonize and manage economic and trade activities and international economic cooperation between Shanghai and other cities abroad, and economic aids from UN organs and bilateral economic aids between Shanghai and foreign governments.

8. Shanghai Foreign Trade Commission (Shanghai Foreign Investment Commission) is authorized to take charge to examine, valuate and approve the establishment of Shanghai foreign-invested enterprises; supervise and examine foreign-invested enterprises enforcing the related laws, regulations rules and contracts, harmonize and solve the related problems according to the law.

9. Make an international purchasing of loan projects from foreign governments and international financial organizations with other related organs, and examine their contracts; take charge the examining, enrollment and making effective of Shanghai technology introduction contract; take charge the examining, reporting and managing of foreign governments" gift financing projects.

10. Examine and approve Shanghai foreign trade abroad team (group), complete the procedure of inviting foreign companies to Shanghai; examine and approve Shanghai agency of foreign companies; take charge the arrangement of economic and trade foreign affairs for municipal government leaders; take charge Shanghai technology export; apply, examine and approve, manage and guide foreign trade exhibitions that Shanghai holds abroad; take charge the preparation of East China Export Commodity Exhibition and Shanghai International Industrial Exposition; develop foreign economy and trade online.

11. Take charge related administrative reconsideration and respond to administrative lawsuit.

12. Supervise the work of Shanghai foreign trade service agency and social groups of foreign trade industry and other enterprises and institution with other related organs.
