(2) The charge for over-rated water consumption shall be levied on users five times of its basic price. (3) Engineering Cost:
¡é?Engineering Cost for the Supply of Water: A user shall bear all the cost resulting from installation, renovation, extension or relocation of pipeli nes from existing water supply network to the user¡¯s water meter. ¡é?Engineering Cost for Installation of Pipes: A user shall bear the cost relating to meeting the requirements involving installation of pipes under roads. ¡é€New Buildings: RMB 17.50 per square meter of floor space is charged for the engineering cost of installing city water facilities in the community. All the above mentioned facilities are the properties owned by the municipal water supply department. (4) In accordance with regulations, maintenance fee shall be charged for the user¡¯s fire emergency water equipment. Charges for Using Waste Water Discharge Facilities 1. Price Except for those consumers whose water is self-supplied and are billed at RMB 0.50 for every cubic meter of water discharged, all waste water discharge facilities users are billed at RMB 0.70 per cubic meter of discharged water. 2. Measurement and Collection of Fees 1) Collection by Shanghai Water Company Customers who consume water supplied by Shanghai Water Company are billed according to the readings of their water meter. The amount of water discharged is computed as 90% of the water consumed and Shanghai Water Company is entrusted to collect the discharge fee. 2) Ground Water For customers who consume ground water, the total volume of water they consumed is recorded by Shanghai Water Consumption Planning Office and the water discharge fee is computed at 90% of the water they consumed. 3) Self-Supplied Water For customers whose water is self-supplied, the total volume of water they consumed is computed according to the rate of flow of their pumps and the amount of the water discharged is computed at 90% of the water they consumed. The water discharge fee for customers who consume ground water or whose water is self supplied is collected by Shanghai Urban Water Discharge Fee Collection Office.
