According to the document issued by the State Council of the People’s Republic of China and the relevant regulations promulgated by the Ministry of Construction and Shanghai Municipal Construction Administration Department, the quality of construction involving civil engineering, house refurbishing, decoration, garden engineering which occur in industry, transportation and real estate businesses in the city of Shanghai shall be inspected by the Shanghai Construction Quality Control System. This also applies to the construction by wholly foreign-owned enterprises and Chinese-foreign joint ventures. Any construction units or overall contractors shall go through supervision procedures with Shanghai Construction Quality Control System, and pay administration fee at 1.5°? of the business value of their projects before commencement of the projects but, at least 300 RMB shall be paid. If the projects commenced after January 1, 1997, the construction units shall pay administration fee at 1°? of the business value of the relevant projects. The Shanghai Construction Quality Control System shall inspect the construction quality of the project during the process of construction. A project can be put into use only after the Shanghai Construction Quality Control System has checked its quality level, determined its quality degree after completion of construction.
